After submission of a planning application householder and larger applications neighbours and interested parties have the right to comment in support, objecting to or neutrally on an application. What is the time period when this can be done and how can this be done?

Para 4.18 – 21 Days
4.18 Planning authorities should carry out neighbour notification as soon as possible after the application has been validated. This is to ensure that, given the minimum period of 21 days within which individuals can make representations, the planning authority can determine applications with the minimum of delay.
Neighbour defined as (see 4.15)
“an area or plot of land (other than land forming part of a road [15] ) which, or part of which, is conterminous with or within 20 metres of the boundary of the land for which the development is proposed.”
General Rule is
14 days from a press advert, 21 days from neighbour notification or 30 days for applications subject to Environmental Impact Assessment
If an authority cannot identify specific owner of land then should advertise in local press.
