In parallel to obtaining planning permission many developments will also require building warrants. Typically this will follow on from the planning permission process.
In Scotland the government publishes technical handbooks Domestic and Non Domestic which detail requirements.

The Building Warrant legislative process has de-minimis tests much like the planning permitted development tests which are outlined within the above documents.
For example : when dealing with a porch Schedule 1 Table 0.1 of Domestic Technical Handbook January 2025 Edition sets out Exempted buildings and services, fittings and equipment. My reading of regulation 9 para 4.8 is that it is safety related regulation requiring that any glass should be of sufficient strength and designed without any obvious safety issues.
